India-Japan Semiconductor and Green Energy Collaboration
The India-Japan partnership has entered a new phase of cooperation in semiconductor manufacturing and green energy, marked by major investments, bilateral agreements, and technology collaborations. Prime Minister Narendra Modi’s August 2025 visit to Japan has set the stage for long-term strategic cooperation in these sectors.
Semiconductor Expansion in India
India’s semiconductor sector is witnessing rapid growth. In August 2025, the government approved four additional projects, raising the total to 10 initiatives worth $18.23 billion. These projects span Odisha, Punjab, Andhra Pradesh, Gujarat, and Assam, focusing on chip fabrication, 3D packaging, compound semiconductors, and outsourced semiconductor assembly and testing (OSAT).
Japan’s role in this expansion is significant. During Modi’s Tokyo visit, Japanese investment commitments were doubled to nearly 10 trillion yen ($68 billion) over the next decade. Partnerships are underway, with Renesas Electronicsadvancing an OSAT facility in Gujarat and Panasonic supplying materials for joint ventures. On September 2, India unveiled its first domestically manufactured semiconductor chip at the SEMICON conference, with commercial readiness expected by the end of 2025. Meanwhile, Tokyo Electron has opened a new development hub in Bengaluru to support joint research and equipment design.
Green Energy Collaboration
The partnership also extends to clean energy, with sectoral working groups aligning on hydrogen production, renewable energy integration, and regulatory standards. The cooperation highlights shared priorities in cutting carbon emissions while opening new avenues for industrial growth and sustainable technology adoption.
Political Context in Japan
Amid speculation over Japanese Prime Minister Ishiba’s possible resignation, questions have arisen about the continuity of commitments. However, analysts note that the partnership is anchored in formal frameworks and multiyear agreements, including the India-Japan Dialogue on Economic Security, ensuring stability beyond leadership changes.

By strengthening supply chain resilience in semiconductors and advancing renewable energy initiatives, India and Japan are positioning themselves as key players in Asia’s technology and energy transformation.
