]]>
Guwahati: In an effort to reduce India’s reliance on imported crude oil and promote green energy, PM Narendra Modi on Sunday inaugurated world’s first second-generation bioethanol plant at Numaligarh Refinery Limited (NRL) in Assam’s Golaghat district.

This plant, valued at Rs 5,000 crore, is part of a larger initiative where Modi inaugurated and laid the foundation stone for several projects worth about Rs 18,000 crore in a single day in Assam, including several from Darrang district earlier that morning.

The bioethanol plant, named Assam Bioethanol Plant, is bamboo-based and aims to promote clean energy while reducing dependence on fossil fuels. Modi also laid the foundation stone for a Rs 7,230-crore polypropylene plant at NRL, which is expected to boost the industrial sector.

Modi highlighted that as India develops, its electricity, gas, and fuel requirements have increased, leading to significant annual expenditures on imports. “Today, India is the world’s fastest-growing country. As India is developing, the country’s electricity, gas, and fuel requirements have increased. For these, we have been dependent on foreign countries. In huge quantities, we have been importing crude oil and gas.

And in return, the nation has to pay lakhs of crores of rupees annually to other countries. With our money, their people get employment and their income goes up. This situation needed to be changed. Thus, India has now embarked on the path of becoming self-reliant in meeting its energy requirements,”
Modi said.

Modi stressed the need for India to become self-reliant in meeting its energy requirements and mentioned efforts to explore new reserves of crude oil and gas domestically while enhancing green energy capabilities. He pointed out the need for alternative fuels instead of oil and gas, with highlighting bamboo-based ethanol as a viable option. The new plant producing ethanol from bamboo will greatly benefit farmers and tribal communities in Assam, he said. The govt plans to support local farmers in cultivating bamboo and will establish small units for bamboo chipping in the region, with an annual investment of approximately Rs 200 crore.

Modi recalled the previous Congress-led govt’s restrictions on bamboo cutting and how it could lead to imprisonment. He highlighted the current govt’s decision to remove these restrictions, benefiting the people of the northeast. He emphasised the importance of the polypropylene plant, noting that modern life relies heavily on polypropylene for manufacturing various products, including carpets, ropes, bags, fibres, masks, medical kits, textiles, and automotive components. The plant will strengthen the ‘Make in Assam’ and ‘Make in India’ initiatives and boost other manufacturing industries in the region, Modi said.

Underlining the importance of the plant, Modi said, “Without polypropylene, modern life is difficult to imagine.”

Gumla: Solar power has illuminated many dark habitations in remote, challenging terrains and hamlets in the hinterland now. Important public places also have high-mast solar lights. This became possible after a massive transformation was undertaken in the solar energy sector of the district by the administration in the last two years.

These solar-powered villages are inhabited by PVTGs, and the tough, undulating topography made the traditional electricity connection next to impossible. Given the situation, the district administration took up a special initiative for solar power, and it has become a boon for these tribal communities.

Talking to TOI on Tuesday, Gumla district planning officer Raman Kumar said, “Over 1,848 solar street lights have been installed in PVTG and other villages, while 153 high-mast solar lights have been installed at important public places across the district.”

Three main rural locations — Manjirapath in Bishunpur block, Jalhan-Sarango in Ghaghra block, and Naktijharia-Kobja in Raidihi block — now have mini solar power grids of 20 KWP, 10 KWP and 25 KWP, respectively, Kumar said.

Moreover, nine villages of the district have been selected as solar model villages for the PM Surya Ghar Muft Bijli Yojna of the Centre’s new and renewable energy ministry. Among these villages are Bargaon, Nagar, and Sisai in Sisai block, Bharno in Bharno block, Fasia and Pugu in the sadar block, Chainpur in Chainpur block, and Navagarh in Raidih block.

“These nine villages have 12,981 households and a total population of 62,267 people,” Kumar said, adding that a time frame has been set to implement the scheme and a committee chaired by the DC would oversee the execution of the Centre’s ambitious scheme.

The initiative for solar power started during the tenure of former Gumla DC Karn Satyarthi, and the projects were executed by the Jharkhand Renewable Energy Development Authority.

Reacting to the initiative, Jyoti Behar Devi of Majhgaon village said, “The hilly regions have now electricity from solar lights for the first time.”

Kamla Kacchap of PVTG-inhabited Narma panchayat in Bishunpur block also told TOI, “Our panchayat now has solar street light at the thoroughfares. We feel safe while moving around at night, and sometimes villagers hold meetings under the solar light.”Our panchayat has nine revenue villages and 22 hamlets, all located in Netarhat Plateau’s tough terrain.”

Aug 1 – India has introduced stringent norms for wind turbine equipment makers, requiring them to source key components domestically and comply with strict data localisation rules.

Manufacturers must now buy components like blades, towers, generators, gearboxes, and special bearings from vendors approved under a new government list, the Ministry of New and Renewable Energy (MNRE) said in a notification late on Thursday.

A technical team constituted by MNRE will carry out inspections, and a separate standard operating procedure will be issued.

The approved list of models and manufacturers will be issued by the ministry separately, the notification said.

The directive also mandates that all wind turbine data be stored within India, prohibits real-time operational data transfers abroad, and requires operational control and research and development centres to be located in India within one year.

The move aims at promoting domestic wind turbine manufacturing industry in the country, which is now at 20 GW in annual manufacturing capacity, as per government data.

India aims for 500 GW of non-fossil fuel capacity – including hydro and nuclear – by 2030, nearly double the current 235.6 GW.

Exemptions apply to certain bid-out and near-term projects, while new models under exemption are capped at 800 MW over two years and must submit quarterly progress reports, the notification said.

The move is likely to benefit domestic wind equipment makers like Suzlon Energy (SUZL.NS), opens new tab, Inox Wind (INWN.NS), opens new tab and Adani Wind, and will likely be a setback for China’s Envision Group, which has gained a stronghold in the Indian market.
