Guwahati: In an effort to reduce India’s reliance on imported crude oil and promote green energy, PM Narendra Modi on Sunday inaugurated world’s first second-generation bioethanol plant at Numaligarh Refinery Limited (NRL) in Assam’s Golaghat district.

This plant, valued at Rs 5,000 crore, is part of a larger initiative where Modi inaugurated and laid the foundation stone for several projects worth about Rs 18,000 crore in a single day in Assam, including several from Darrang district earlier that morning.

The bioethanol plant, named Assam Bioethanol Plant, is bamboo-based and aims to promote clean energy while reducing dependence on fossil fuels. Modi also laid the foundation stone for a Rs 7,230-crore polypropylene plant at NRL, which is expected to boost the industrial sector.

Modi highlighted that as India develops, its electricity, gas, and fuel requirements have increased, leading to significant annual expenditures on imports. “Today, India is the world’s fastest-growing country. As India is developing, the country’s electricity, gas, and fuel requirements have increased. For these, we have been dependent on foreign countries. In huge quantities, we have been importing crude oil and gas.

And in return, the nation has to pay lakhs of crores of rupees annually to other countries. With our money, their people get employment and their income goes up. This situation needed to be changed. Thus, India has now embarked on the path of becoming self-reliant in meeting its energy requirements,”
Modi said.

Modi stressed the need for India to become self-reliant in meeting its energy requirements and mentioned efforts to explore new reserves of crude oil and gas domestically while enhancing green energy capabilities. He pointed out the need for alternative fuels instead of oil and gas, with highlighting bamboo-based ethanol as a viable option. The new plant producing ethanol from bamboo will greatly benefit farmers and tribal communities in Assam, he said. The govt plans to support local farmers in cultivating bamboo and will establish small units for bamboo chipping in the region, with an annual investment of approximately Rs 200 crore.

Modi recalled the previous Congress-led govt’s restrictions on bamboo cutting and how it could lead to imprisonment. He highlighted the current govt’s decision to remove these restrictions, benefiting the people of the northeast. He emphasised the importance of the polypropylene plant, noting that modern life relies heavily on polypropylene for manufacturing various products, including carpets, ropes, bags, fibres, masks, medical kits, textiles, and automotive components. The plant will strengthen the ‘Make in Assam’ and ‘Make in India’ initiatives and boost other manufacturing industries in the region, Modi said.

Underlining the importance of the plant, Modi said, “Without polypropylene, modern life is difficult to imagine.”
