Jaipur: Renewable energy plants have surpassed 50% of the fossil-fuel-based projects in Rajasthan, accounting for 18% of the total power consumption, said additional chief secretary (Energy) Ajitabh Sharma Thursday.

Currently, Rajasthan’s own renewable energy plants have a cumulative capacity of 15,400MW, including solar, wind, and biomass sources, against the fossil-fuel-based capacity of 12,000MW. Since these renewable energy projects produce about 20% of the plant capacity, their share in the state’s consumption is around 18%.

However, Sharma said that the focus has now shifted to managing the renewable energy, instead of generation, which was the case until recently. Solar being an infirm power (or which is generated during the day), managing grid stability has become a challenge.

“We have a long line of investors registered with the department to set up generation plants. But we do not have enough transmission capacity to evacuate them. Developing the infrastructure requires large-scale investments,” said Sharma.

Lack of evacuation infrastructure is not the only problem.

Sharma said it is equally important to ensure grid stability, which depends on many factors for managing the load.

He said battery storage is one of the important pieces of load management, and the department has started the process to set up 3,000 MW capacity of projects. “With plans for another 2,000MW battery storage projects in the pipeline, we will have 5,000 MW capacity in the near future.”

Explaining the challenges of solar and wind power, he said that much of the capacity is now concentrated in Rajasthan and Gujarat. “Unless we have infrastructure to wheel out power to buyers in other states, the price of power produced in these locations will face volatility, posing risks for investor appetite,” he added.

NLC India’s board has granted in-principle approval to invest up to ₹1,630.89 crore in one or more tranches in NLC India Renewables Limited (NIRL), the company’s wholly-owned subsidiary for renewable businesses.

The investment will be by way of subscription of equity shares at face value, subject to necessary approvals from the Department of Investment and Public Asset Management (DIPAM) and other authorities, and will go towards funding the Green Energy Projects of NIRL, NLC India said in an exchange filing.

The public sector mining and power generation company’s board also approved borrowing in the form of a term loan in Japanese yen equivalent to $100 million through external commercial borrowing (ECB), from Sumitomo Mitsui Banking Corporation. This will go towards CAPEX funding of renewable projects to be undertaken by the Company through its subsidiaries/group companies, it said.

NLC has formed NIRL as a wholly-owned subsidiary for development of renewable projects in the country. The company currently has an installed renewable energy generation capacity of 1,431 MW.

“The Capex requirement as we projected is ₹1.16 Lakh Crore and for conventional Thermal Power stations it is 70:30 and for Renewables, it is 80:20. With that our equity requirement is around ₹23,000 Crore,” Prasanna Kumar – Chairman & Managing Director, NLC India, said in a recent institutional investors meet.
